Fortunately, this is easily accomplished by purchasing a vacuum truck with the largest tank possible.

For vacuum trucks, this means finding the right combination of pump size, hose size. and tank size, all of which work together to allow for fast siphoning and pumping, fewer trips, less fuel consumption, and a more productive operation.
